The Authority serves the citizens of Longview and the unincorporated areas of Cowlitz, Lewis, Wahkiakum and Pacific Counties in Washington State, by providing affordable housing, housing subsidies, home ownership and self sufficiency opportunities.
VIP Housing Program (Veteran Integration Program)
Longview Housing Authority’s VIP Housing Program in partnership with local VFW Post 1045, the Department of Veteran Affairs and the local VA Medical Center,is assisting homeless veterans and their families become residentially stable and self-sufficient. Homeless veterans from Southwest Washington may qualify for short-term interim housing, transitional housing and even permanent housing through Longview Housing Authority.
In addition, participants receive access to extensive supportive services and case management with the goals of increasing their skill levels, income and self-sufficiency.
Veterans who successfully complete VIP’s veteran housing programs may be eligible to receive permanent supportive housing where they can opt to receive case management to further their goals toward education or employment.
Program Requirements
Participants in a VIP Veteran Housing Program is voluntary. Each Veteran must meet the following requirements:
- Qualifying Veteran
Served in the active military, naval or air service, and received a discharge that is not dishonorable. - Homeless
Lacking a fixed, regular and adequate nighttime residence; or having a primary nighttime residence that is:
(A) A supervised publicly or privately operated shelter designed to provide temporary living accomodations;
(B) An institution that provides a temporary residence for persons intended to be institutionalized; or
(C) A place not designed for, or ordinarily used as a regular sleeping accommodation for human beings. - No Drugs & Alcohol
Residents will be required to submit to random Breathalyzer and/or UA’s while participating in VIP’s Veteran Housing Programs. Failure of the tests or refusal to comply will result in immediate enrollment in a treatment program. - Daily Contact with Case Manager
According to federal regulations, each resident is required to have daily contact with their case manager. - Other Program Requirements
(A) Participants will be assisted in establishing goals that address their individual needs.
(B) Participants will volunteer in order to give back to the community.
(C) Participants will keep their units neat and clean every day by picking up after themselves and using the cleaning supplies provided.
(D) Other Veteran requirements apply as required by program funding agencies and LHA.
When you become a participant in one of VIP’s Veteran Housing programs, you can expect:
- Help with breaking the cycle of homelessness.
- Help with housing and utilities.
- Case managers who assist you in reaching your personal goals.
- Referrals to the following services: Medical/Dental, Mental Health, Substance Abuse, Education, Employment, Disability Claims.
- Referrals for assistance with transportation, food and other household supplies.

Rent Well
What is Rent Well?
Rent Well is a tenant education program for those participating in homeless programs in Cowlitz County. Classes meet for 5 weeks, one 3-hour session per week.
What do I have to do?
- Come to class every week
- Be on time and participate
- Do homework assignments every week
What’s in it for me?
- Landlord guarantee fund (up to $650)
- Personalized housing portfolio
- Know your rights under Washington’s Landlord/Tenant Law
- Learn how to stop paying application fees only to be turned down.
- Increased success in finding a landlord to rent to you.
How do I sign up?
- See your case manager to enroll.

Who should attend Rent Well?
- For those participating in homeless programs in Cowlitz County with one or more of the following screening barriers:
- Negative Credit History
- Criminal History
- Short Rental History (less than 1 year)
- No Current Rental History
- Lack of Written References
- Evictions
- Short Time on Current Job (less than 1 year)
- No Current Employment
- Unverifiable Income
- Has not seen credit report, criminal history and/or eviction history in past 12 months
- Any homeless person seeking housing assistance from local agencies
- Anyone with limited experience renting in Washington
- Anyone who wants to know more about tenant rights in Washington
